Preheat the oven to 350° Fahrenheit. Prepare a large rimmed baking sheet with parchment paper.
In the mixing bowl, whisk together the oil, thanks, and water.
Over the liquids, dump the brownie mix and flour. Using a fork, sift the dry ingredients together slightly before mixing it with the liquid ingredients underneath.
When the batter is well blended, fold in the chocolate chips, reserving a few for topping the cookies.
Using a small 1 tablespoon cookie scoop, portion the cookies and place approximately 1 inch apart on the prepared baking sheet. Press any remaining chocolate chips into the tops of the dough.
Bake in the oven for 9 to 10 minutes or until the cookies are no longer shiny. Over baking the cookies will make them tough.
Allow the cookies to cool on the baking sheet before removing to store in an airtight container.
