In a medium bowl, whisk together the flour, cream of tartar, baking soda, cinnamon, and salt. Set aside.
In a large bowl using an electric mixer, beat the chilled brown butter, brown sugar, and granulated sugar on medium speed until light and fluffy, about 2–3 minutes.
Add the eggs one at a time, beating well after each addition. Beat in the vanilla and the cooled cider syrup until combined, scraping down the sides of the bowl as needed.
Gradually add the dry ingredients and mix on low speed just until incorporated. Do not overmix.
Cover the bowl and refrigerate for 30 minutes, until the dough is firm enough to scoop and roll.
